The player can begin to fulfill requests in Heian City Story after they have unlocked and built the Bureau building (unlocked after the 5th resident has moved in). Completing these requests will unlock a variety of rewards including new residents, new tourists, upgrade items, expansion tickets, new facilities, and more.
There are three main types of requests available: resident requests, spirit battle requests, and tourist requests.
